GSA FWA CPE Survey 2025 Internal Report

Total FWA Device Shipments

▪ 28.0 million shipments were recorded across all respondents for 2024.

▪ Total shipments grew by 22% from 23.0 million in 2023.

▪ There was significant variation in performance as 9 respondents grew more than 10% - yet 4 respondents experienced double-digit declines.

▪ Expectations for 2025 are more positive, with an expected growth of 26% year-on-year across the sample.

FWA Device Shipments by Type

▪ The share of Battery-Operated hotspot/Mi-Fi grew to 13% of total shipments in 2024, and 19% in absolute-terms.

▪ It is forecast to remain at that level in 2025, but grow 30% year-on-year, in absolute figures.

▪ Integrated indoor CPE has also remained at 54% of total shipments but this is expected to grow to 55% in 2025.

▪ Majority of FWA CPEs shipments continued to be Indoor CPEs.

▪ Outdoor modem CPE accounted for 33% in 2024 and is expected to grow by a further 31% in absolute terms by 2025.

▪ Compared to other shipment form factors, outdoor modems has grown the most between 2023 and 2024, having grown by 33%, compared to integrated indoor CPE (25%) and BatteryOperated hotspot/Mi-Fi (19%).
